Building Career Mobility for Oil and Gas Workers in Contra Costa County

The Workforce Development Board of Contra Costa County (WDBCCC) continues to expand opportunities for skilled workers through the Oil & Gas Workforce Career Mobility Initiative, formerly known as the Displaced Oil and Gas Worker Fund (DOGWF). This initiative focuses on helping workers in Contra Costa County strengthen their skills, access new training opportunities, and pursue careers in growing industries while maintaining strong wages and long-term stability.

Contra Costa County has historically been home to one of California’s largest concentrations of refinery workers, with four major refineries operating in the region. As the energy sector evolves, many workers are seeking opportunities to build on their existing technical knowledge and industrial experience while preparing for the next generation of high-quality jobs. Through strong partnerships with labor unions, employers, and training providers, the initiative creates pathways for workers to apply their existing skills in new sectors while receiving the support needed to succeed.

Training Today for Tomorrow’s Jobs

Participants in the initiative have access to a variety of no-cost training opportunities and supportive services designed to help them upskill and pursue careers in high-growth industries such as construction, advanced manufacturing, energy, transportation, and healthcare.

Across Contra Costa County, training opportunities include programs such as Marine Trades training, MTS Training Academy for CDL-A licensing, Heavy Equipment training, and other industry-recognized programs that prepare workers for careers in growing sectors.

Expanding Union Career Pathways

In collaboration with the Laborers’ International Union of North America (LIUNA) and Local 324, the WDBCCC launched a pilot training cohort designed to help union members expand their skills and transition into construction-related employment while maintaining their union affiliation.

The pilot training program included instruction in construction safety, fundamentals of construction, blueprint reading, and pipe laying, preparing participants for placement opportunities through the Construction and General Laborers Union hiring list.

Comprehensive Services and Supports

Participants in the Oil & Gas Workforce Career Mobility Initiative receive personalized services designed to support successful career transitions. These services include career coaching, case management, training and certification support, and transportation assistance.

The program works closely with America’s Job Center of California (AJCC) to ensure participants receive coordinated wraparound services throughout their training and job placement process. These services help workers identify career goals, connect to training programs, and access opportunities that align with their experience and interests.

Strengthening the Workforce System

In addition to workforce training efforts, the Workforce Development Board of Contra Costa County is partnering with the Corporation for a Skilled Workforce on an 18-month pilot project focused on workforce system innovation and jobseeker engagement.

Through this partnership, jobseekers will participate in surveys, online tools, and potential focus groups that will help strengthen workforce programs and improve services for workers navigating career transitions. Insights gathered through this pilot will help inform program improvements and strengthen workforce strategies across the region.
