Homeless-Workforce Partnership

Our Work Together

WDB staff actively collaborate with the Council on Homelessness (CoH). The CoH is the governing and planning body for the homeless Continuum of Care (CoC), and coordinates policy, strategy, and activity toward ending homelessness in Contra Costa County. The CoC is a coordinated network of providers. Services within the CoC are funded by Department of Housing and Urban Development (HUD), state programs, local government and private agencies. The “continuum” in the name refers to the range of housing interventions — emergency shelters, transitional housing, permanent (and permanent supportive) housing. As in workforce development, intake and assessment take place at the beginning to direct individuals (and families) to the most appropriate programs and services for their situation.

The Homeless-Workforce Integration Network (H-WIN) meets quarterly in February, May, August and November to share resources, deliver cross-trainings, cross-promote and problem-solve. The principles of Human-Centered Design, with its emphasis on the “voice of the customer,” informs all our work. We recognize the “customer” in both staff and the public. You can read the minutes of past meetings here.

In addition to in-service trainings, past projects have included an employer education forum, a client co-enrollment pilot, and the creation of a system map: Contra Costa Homeless Partner Map Click on “Full Map” to see all connections.
