| The
Workforce Development Board (WDB) is committed to Building
Futures for our youth. More than 90% of new jobs
in todays marketplace require post-secondary training,
although not necessarily a college education. Those who
possess a strong education and market-demanded work skills
will thrive; those who do not will most likely be trapped
in low-paying jobs with limited prospects for increasing
their long-term potential and quality of life. |

Under
the Workforce Investment Act of 1998, the WDB
oversees the Youth Council, which partners with
schools and youth services providers. |
By
developing strong youth employment and training programs
and promoting action on issues impacting the success
of young people, the Youth Council will help youth attain
economic self-sufficiency and succeed in the future
labor market.

To be eligible for services, youth 14 to 21 years of
age must meet income criteria and have one of the following
risk factors:
School dropout
Pregnant or parenting
Juvenile offender
Homeless, runaway or foster child
Deficient in basic skills
Learning disability
Performing below grade level

Performance
measures leading to job placement and retention include
attaining basic skills and achieving work readiness or
occupational skills. In addition to earning a high school
diploma or GED and entering post-secondary training, youth
who use services delivered through contracts with service
providers will access job training and acquire workplace
and leadership development skills. Services include:
Tutoring, study skills, and instruction
Paid and unpaid work experiences
Leadership development opportunities
Adult mentoring
Comprehensive guidance and counseling
Summer employment opportunities
Occupational skill training
Supportive services
Follow-up services for not less than 12 months
